Government report shows widespread abuse of special needs students in schools

I am horrified. With everything we know about positive behavior supports, how can students continue to be exposed to dangerous punishment methods?? Since there is currently no standard regulations on discipline techniques for students in school, some educators and administrations have resorted to "quick fixes" such as the use of handcuffs, other types of restraints, and seclusion for hours to address maladpative or disruptive behaviors. This is victimization at its worst and I thank House Committee on Education and Labor Chairman George Miller for requesting that this abuse be exposed and documented. Miller has asked that Congress consider passing federal restrictions on the use of restraint and seclusion.

"This hearing, " Miller says, "will show us that, in fact, every year in schools in the United States, hundreds and hundreds of children are the victims of abuse, and in some cases I would say almost torture..."
